Virginia Brannon. Director of Division of Reclamation, Mining & Safety. Ginny served as an Assistant Attorney General in the Natural Resources Section of the state Attorney General’s Office from 2000 to 2007, and represented DNR staff in hearings before the Colorado Water Conservation Board and the Colorado Groundwater Commission from 2004 to 2007.

Geologists that work for the Division of Reclamation, Mining and Safety use their skills and training in many facets of mining in Colorado. They apply geotechnical techniques and principles to collect data, study rock, and earth materials and groundwater that affect the operation of active mines as well as the reclamation of abandoned mines.
Each operator must submit to the Division an annual report and fee, which funds the Minerals Program in part. The remaining money used to run the Minerals Program comes from a General Fund appropriation of Severance Tax. The annual report must describe, in general terms, the mining and reclamation activities conducted over the preceding year.
The Colorado Mined Land Reclamation Board (CMLRB) is a multi-interest citizen board which establishes the regulations, standards and policies that guide the Division of Reclamation, Mining and Safety. The Board was created in 1976 by the Colorado General Assembly. Members are appointed by the Governor and confirmed by the legislature, serving terms of 4 years.

To begin with, all mining and exploration activities in Colorado require a mining and reclamation permit from the Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS). (e) The various types of Designated Mining Operations are identified in Section 34-32-112.5, C.R.S. 1984, as amended.
All mining operations for both coal and mineral resources are required to file permit applications with the Colorado Department of Reclamation, Mining, and Safety (DRMS) that include detailed reclamation plans.
